This is a pure CSS Drop-down menu. It utilises absolutely no JavaScript, and is crafted entirely from nested lists. It is completely accessible and free.

The menu as it appears here does look very bland — this is because I have delivered to you a functional menu as opposed to a stylish one (although there's no reason why it can't be both — that bit's up to you).
